Ras Al Khaimah Municipality handles building submissions. The developer NOC layer is significant here because so much of the residential stock sits inside master communities — Al Hamra Village and Mina Al Arab both operate their own approval and contractor accreditation processes, and getting accredited is a front-loaded step rather than a per-job one.
